Water is life and a force of nature without form but is powerful.  This list includes characters from television shows, anime, and cartoons with the ability to manipulate water and/or transform into water.

 1. Avatar Korra (The Legend of Korra)

Korra has demonstrated a high level of skill in waterbending and is capable of creating large walls of ice, powerful water whips, and massive water waves, can launch herself high into the air and maintain the height on a gigantic waterspout easily, fight off several aerial attacks with various water attacks, and propel herself plus another person through the water at high-speeds to avoid attacks.

 


2. Queen Mera (Young Justice)

Mera is able to manipulate water to serve any number of uses: water blasts, whips, waves, shields, or water spouts to lift her off the ocean floor. Mera has the unique ability to solidify water into a myriad of different weapons for physical attacks and protectiveness as well.


3. Tracy Strauss (Heroes)

Although her base power was cryokinesis, Tracy later gains hydrokinesis.  She’s able to manipulate water with her mind, shift her body into a water-based form, can survive water with no need to breathe, and form clothing from water.


4. Tier Harribel (Bleach)

Her primary ability in her Resurreccion form allows her to the create and manipulate water. The water used for her attacks is generated by the gill markings on her blade.  Along with slicing water attacks, Tier can also boil any water around her with her Hirviendo ability. Even if it’s ice, she can turn it into steam and deflect it around herself. And with Cascada, she can create a massive waterfall large enough to cover several blocks!

5. Juvia Lockser (Fairy Tail)

Juvia is an extremely skilled user of Water, which allows her to produce, control, and manipulate water. She can use the water in a variety of different ways, such as producing blades of water that can even slice through solid rock and metal, creating boiling beams forming waves of tremendous power and force to damage her opponents, or even trapping opponents in mini-prisons made of her water. Juvia also has the ability to turn into water, seemingly without thought, thus allowing both physical and magical attacks to pass through her without harming her.

6. Kisame Hoshigaki (Naruto/Naruto: Shippuden)

Kisame was a master of Water Release techniques, being able to alter an entire battlefield by create a large volume of water to give him the field advantage, and to use for attacks. His shark-like attributes carried over into techniques, for he even shaped his Water Release attacks into sharks. He could also use this skill as a means for transportation, riding inside of a water shark. Against stronger opponents, he increased his field advantage even further by creating a giant dome of water around himself, forcing his opponents to battle him underwater.

7. Zabuza Momochi (Naruto/Naruto: Shippuden)

Zabuza had great skill in Water Release techniques. He could perform several of them while keeping a separate one active, as seen when he kept Kakashi trapped in the Water Prison Technique while at the same time attacking the rest of Team 7 with a water clone. He could maintain several of these clones at the same time, often using them as diversions. He also showed proficiency in large-scale, highly destructive water-attacks from launching powerful torrents of water in the forms of dragon bullets and giant waterfalls at his opponents.

8. Ami Mizuno/Sailor Mercury (Sailor Moon)

Like all Sailor Scouts, Sailor Mercury has the power of an element and hers gives her the power to create and manipulate water.


9. Isaac McDougal (Fullmetal Alchemist: Brotherhood)

As his title indicates he is also able to freeze any source of water, even sources with water essence in them, allowing him to use any available source of water for a variety of feats such as paths to walk on or forming crude weapons to strike at his opponents with. As a last resort attack he can also freeze his own blood so as to strike his target. Contrary to his title, McDougal is capable of more than freezing, and upon touching a target he can boil the water so as to create a thick cloud of vapor so as to make his escape. By touching his opponent, he can freeze or boil the water in their body to instantly kill them.


10. Umi Ryuuzaki (Magic Knight Rayearth)

As a Water Knight, Umi specialized in water-related magic spells: summon a water dragon to attack opponents. summon a watersprout, and summon rain in the form of sharp icicle blades.


11. Ayase Terada (s-CRY-ed)

Ayase’s alter power “Noble Tempest” allows her to manipulate water with the use of her hair which extends her hair and turns anything it touches into water.  She then gains the ability to whip up violent whirlpools, summon tidal waves, and even use water to create explosions.

12. Avatar Aang (Avatar: The Last Airbender)

Aang showed prodigious skill in waterbending being able to easily create a huge wave or bending entire streams of water, preferring to bend from large sources of water such as rivers, lakes, or oceans.  He can also compress massive volumes of water into smaller streams.

13. Katara (Avatar: The Last Airbender)

Katara’s most notable ability is her waterbending, being able to manipulate water to a great effect and for a variety of different uses such as summoning waves, whips and streams of water.  Her abilities are enhanced with a full moon or near full moon.  Her abilities are so proficient she’s able to bend ice, bloodbend, and even heal others.

14. Michiru Kaioh/Sailor Neptune (Sailor Moon)

She possesses powers associated with the sea.  She draws energy from the “deep waters” and blasts it at her foes.


15. Aquarius (Fairy Tail)

Aquarius uses Water Magic as her primary source of combat. Using her Magic, she is able to control water through her urn to hit opponents with great force, usually done via giant waves of water or through variations of beam attacks.

16. Tobirama Senju (Naruto/Naruto: Shipudden)

His mastery of Water Release allowed him to create vast quantities of the substance without a present water source, enabling him to use high-level Water Release techniques at any given time; which was by all accounts no easy feat. He could shoot high-pressured streams from his mouth to slice through targets or form needle-shaped projectiles to catch an opponent off-guard while attacking their vital points. He could also create defensive walls or large water dragons to assault his opponent all without a pre-existing water source.  In the anime, he could cover an entire battlefield in water and shape it into tendrils to pull targets down with him to drown them.

17. Suigetsu Hozuki (Naruto: Shipudden)

As a member of the Hōzuki clan, Suigetsu is well-versed in the clan’s secret Water Release technique to transform his body into a liquid form, and to return to his solid bodily form at will. This gives him a higher level of control for his various Water Release techniques, able to perform them without hand signs. As his body is water, he is also capable of merging with already existing water to increase his attack range.  He can fire compressed, highly pressurized water bullets from the tips of his index fingers, that can cause great damage. Suigetsu is also shown capable of creating clones made of water.

18. Ming-Hua (The Legend of Korra)

Ming-Hua is a powerful waterbender despite her lack of arms.  She was able to use her body to create two tentacle-like water arms, create multiple arm projections, create water orbs to trap others, and other attacks.


19. Linda Lake (Smallville)

She could internally/externally use and generate water by thinking in it. She could also transform into liquid.  Linda’s liquid form could co-exist within a larger body of water; she was shown hiding in an outdoor fountain, a gutter and also in a water cooler.


20. Aqualad (Young Justice)

Aqualad is able to manipulate water to serve any number of uses, e.g. water blasts, whips, waves, shields, or water spouts to lift him into the air. He can manipulate water from a nearby source, like fire hydrants, lakes, etc. or his waterpack. His water blasts are capable of slicing through metal and other materials.  Aqualad has the unique ability to solidify water into a myriad of different weapons for physical attacks. So far he has created swords, maces, sledgehammers, a small shield, and a large eel.
