1. Poseidon (God of War)
Poseidon can manipulate and control water, ranging from tidal waves and whirlpools to a watery construct in his image. Since water does not retain a shape, it is clear that Poseidon’s control over water is not only immense but precise, in retaining the size and shape of his Titan form.
2. Rain (Mortal Kombat)
Rain can control water and is able to pressurize jet streams of water to either propel himself or slice his opponents like a blade. Rain’s control over water and lightning is so powerful he can create storm clouds to block out the sun from the sky. He is most noted for his ability to trap opponents in a spherical prison of water that gives him limited control over their bod and can liquefy himself, turning himself into water and reconstituting behind them in a swift manner akin to teleporting.

Blastoise has water spouts that protrude from its shell. The water spouts are very accurate. They can shoot bullets of water with enough accuracy to strike empty cans from a distance of over 160 feet.

Kisame was a master of Water Release techniques, being able to alter an entire battlefield by create a large volume of water to give him the field advantage, and to use for attacks. He could also use this skill as a means for transportation, riding inside of a water shark. Against stronger opponents, he increased his field advantage even further by creating a giant dome of water around himself, forcing his opponents to battle him underwater.
5. Aquaman (Injustice: Gods Among Us)
Aquaman is armed with a trident, which seems to be made from water that takes the form of an actual metal weapon, allowing him to throw it at great speed, to rapidly stab and to lift and toss opponents. He could shoot high-pressured streams from his mouth to slice through targets or form needle-shaped projectiles to catch an opponent off-guard while attacking their vital points. He could also create defensive walls or large water dragons to assault his opponent all without a pre-existing water source. In the anime, he could cover an entire battlefield in water and shape it into tendrils to pull targets down with him to drown them.
8. Korra (The Legend of Korra)
Like in the series, Korra has control over all four elements, including water. Korra has demonstrated a high level of skill in waterbending and is capable of creating large walls of ice, powerful water whips, and massive water waves, can launch herself high into the air and maintain the height on a gigantic waterspout easily, fight off several aerial attacks with various water attacks, and propel herself plus another person through the water at high-speeds to avoid attacks.
