Water is life and a force of nature without form but is powerful. This list includes characters from books, manga, and comics with the ability to manipulate water and/or transform into water.
1. Mera (DC Comics)
Mera has the unique ability to form “hard water” objects and can cause it to take any shape or form she chooses,[2] as well as strike out in hard splashes or cutting waves. She has been shown to be powerful enough to control huge amounts of water; she cannot create it, but she can pull it from creative places including from inside a human’s body.
2. Tier Harribel (Bleach)
Her primary ability in her Resurreccion form allows her to the create and manipulate water. The water used for her attacks is generated by the gill markings on her blade. Along with slicing water attacks, Tier can also boil any water around her with her Hirviendo ability. Even if it’s ice, she can turn it into steam and deflect it around herself. And with Cascada, she can create a massive waterfall large enough to cover several blocks!
3. Juvia Lockser (Fairy Tail)
Juvia is an extremely skilled user of Water, which allows her to produce, control, and manipulate water. She can use the water in a variety of different ways, such as producing blades of water that can even slice through solid rock and metal, creating boiling beams forming waves of tremendous power and force to damage her opponents, or even trapping opponents in mini-prisons made of her water. Juvia also has the ability to turn into water, seemingly without thought, thus allowing both physical and magical attacks to pass through her without harming her.
4. Percy Jackson (Percy Jackson & the Olympians)
With the power of the sea within him, Percy can control every form and great volumes of water, being even able to summon and heal his wounds and cure himself of most poisons with it. When in contact with or in the presence of water, Percy gains a disproportionate amount of superhuman clarity, strength, speed, agility, and endurance equaling a god.
5. Sailor Mercury/Ami Mizuno (Sailor Moon)
Like all Sailor Scouts, Sailor Mercury has the power of an element and hers gives her the power to create and manipulate water.
6. Aspen Matthews (Fathom)
Like all Blue, she can manipulate water, but since she is also a Black she can do this to a much greater degree than other Blues. She can instantly form massive waves and tsunamis without even thinking about it, as well as control the oceans if storms or other things cause them to become destructive. Her powers don’t only work on a large scale though, she can form water into solid shapes or even make it sturdy enough to walk on. She has been shown to have had her body destroyed and to remake it out of energy and water.
7. Washout (Marvel Comics)
He is a hydromorph, able to transform himself into a watery substance that he can release as pressurized sprays, engulf and drown his opponents, harmlessly absorb impacts, or shape all or part of his body into tangible, water-based forms, manipulate other bodies of water, and explode someone from within using their body fluids.
8. Hydro-Man (Marvel Comics)
Hydro-Man is able to bodily transform himself into a watery liquid substance; he can access secure areas and small openings with relative ease; when his bodily mass is dispersed in this form it simply reforms. Hydro-Man can also merge with and manipulate larger bodies of water when he is in his water form. He can increase his mass and cause tidal waves and tsunamis. He can turn parts of his body to liquid while retaining the rest of his human form, allowing him to slip from a foe’s grasp or have projectiles like bullets harmlessly pass through him.
9. Mizumi, the Queen of Moraine (Return to Labyrinth)
Mizumi is tremendously powerful, and her appearance and clothes reflect the watery nature of her Kingdom Moraine, the castle of which is built above a vast expanse of water. She can manipulate water at will, forming large, vicious demons from water that she uses to do her bidding.
10. Poseidon (Percy Jackson & the Olympians)
As the Lord of the Sea, Poseidon has absolute control and divine authority over water in all forms and states of matter, and can do a wide variety of things with it. he can create gigantic tsunamis and tidal waves, gigantic water funnel clouds, create high-powered water blast, can create solid shapes with water, and the list goes on.
